I personally use arrow keys to accelerate / steer / brake, and WASD (or ZQSD on Azerty KB) for helicopter / plane movements. I bound the handbrake on right-Ctrl, because it's near arrow keys. Also, "mouse steering" is enabled by default on ViceCity IIRC, so if you want to steer with your keyboard instead of your mouse, you must disable that option.
